•    Reports to the Land, Permits and Community Manager of the Business Unit in Mexico.
•    Responsible for developing, planning, coordinating and supervising the strategy for the acquisition of permits; development of community relations and environmental strategy for all projects and operations in Mexico; as well as their implementation. 
•    Work hand in hand with the integral areas for the execution of different strategies such as: Legal, Government Relations and Interested Parties, Project Management, as well as Land Team and Operations Team. 
•    Global accountability to ensure project goals and objectives with respect to major, minor and environmental permits as well as strategy and visualization of community relations;
•    Elaborate, maintain and correctly comply with operational, project and personnel budget goals for the sector.
•    Ensure that an integrated Permits strategy is defined and implemented for all Mexican Projects with the participation of Senior Executive Management.
•    Supervise and advise the EPC  Contractor regarding Acquisition and Release of Permits for the Project.
•    Issues resolution related to permits in accordance with the applicable procedures of the company and regulatory, legislative, contractual and financial obligations.
•    Recommendation of guidelines, policies and procedures to ensure compliance with the technical and quality requirements of the project and the successful execution of the permit procurement plan.
•    Participate in project and operation activities by providing inputs to identify key stakeholders during the project development.
•    Work as a central knowledge expert as well as with internal clients or affected parties such as landowners, landowner and industry associations, government agencies, regulatorty agencies, in land execution and public awareness Programs.
•    Provide proper guidance as needed to maintain relationships with owners throughout the piping system.
•    Promote a positive influence on the work of others by demonstrating technical expertise and effective interpersonal skills.
•    Oversees the planning, devolpment and implementatios of an effective community and indigineous community relations program that promotes to internal and external audiences the corporation’s commitment to its role as a good corporate neighbor. 


Minimum Qualification

•    15 years or more of training in leadership roles, with managerial or executive positions, verifiable academic training of Licenciatura and/or Master’s Degree. 
•    10 – 15 years of experience in dealing with landowners, contractors, public and emergency officials and the public in the context of the pipeline industry. 
•    Imperative to be familiar with state and federal pipeline regulations and requirements in Mexico.
•    Excellent negotiation skills and proven ability to lead community, indigenous community, land and permit negotiations and resolve issues as a priority.
•    Proven leadership and project management skills.
•    Demonstrated ability to manage conflicting priorities, multiple deadlines and activities associated with plans or other assigned tasks.
•    Fluency in English is a must.
•    Integrity and ethics.
