The Opportunity


Our Mexico team is evolving to meet the needs of our growing business and we are expanding our presence in Mexico to support Health, Safety, Security and Emergency Management. HSSEM.
We are seeking a Safety Leader who has knowledge and experience in risk assessment, program development and implementation, in addition to program reporting, incident reporting and auditing assessments. Has leadership responsibility for mentoring of all safety resources.



• Responsible to identify, develop and implement a HSSEM system with accommodating standards, programs and procedures to identify risks and meet regulatory and corporate requirements;
• Provide leadership and direction for Safety, related topics
• Work with the Project Team and Contractors to develop, implement and monitor HSSEM standards and programs in contractual conditions;
• Be the main point of contact for the public, non-government organizations, and special interest groups on safety related issues;
• Assure compliance with safety design practices by coordinating safety audits. Identify non-compliances, develop necessary mitigation measures, implement mitigation plans, and report the results;
• Implements and audits the Contractors safety plans which includes: Emergency Response Plan; Training Plan and Matrix; Construction Environmental Control Plan; Transportation Plan; Subcontractor Control Processes; Office Safety; JHA Review; Training and Education Plan; Security Plan (as applicable) 
• Develops and maintains the safety monitoring/inspection program for major projects and operations;
• Coordinates incident investigations to ensure root causes are identified and learnings communicated;
• Coordinates training of all required safety programs to TC Energy and Gin group in-house contract personnel;
• Stays current with International and local Mexican regulatory requirements and updates programs as required;
• Coaches and mentor’s safety staff;
• Monitors project compliance to established plans, work process and standards - provides feedback on observation to line management.


Minimum Qualifications

• Possesses professional safety certification e.g. Certified Safety Professional or equivalent; OR bachelor’s degree; OR Engineering Degree; OR twelve (7-12) years of equivalent experience if candidate does not possess professional designation or Bachelor degree;
• Fluent in Spanish and English;
• Extensive knowledge of Mexico safety standards, rules, and regulations and proficiency in applying them to projects;
• Detailed working knowledge of safe work practices;
• Specialized knowledge in one or more of the following areas: safety Management, occupational safety and/or health, environmental compliance -  Basic knowledge of office suite software, e.g. Microsoft Office;


Preferred Qualifications

• A minimum of 7-12 years of experience in the safety field;
• Proven ability to interpret regulatory requirements;
• Excellent communication and interpersonal skills;
• Proven ability to develop and mentor staff;
• Demonstrated ability to plan, develop and identify implementation strategies for safety management systems and related activities within a project;
• Experience in leading incident investigations;
• Experience in conducting accident investigations;
• Proficiency in delivering safety training programs to all levels of line management;
• Development and delivery of project specific safety training programs.
• Experience with root cause incident investigations.
• Oil, Gas or Chemical sector, with pipeline construction or operations experience is preferred.
