TC Energy has a long and proud history of delivering projects that provide safe and reliable transportation of nearly 25% of all natural gas delivered across North America.  These projects include everything from maintenance and modernization projects to large, multi-year capital growth programs.  Dedicated teams of professionals rely on one another to ensure that these projects are executed with a focus on safety, regulatory compliance, quality, schedule, and cost.

 

Construction Managers play a significant role in driving overall project success by guiding the many internal and external teams and service providers necessary to complete the work across TC Energy’s systems in accordance with the established requirements and TC Energy’s core values. 

 

This position may be filled at other company locations within the region depending on the location of the successful candidate.

 

What you’ll do

 

  • Develop and maintain strong working relationships with internal and external stakeholders
  • Monitor construction activities, ensuring the application of the prevailing safety programs for all personnel on site
  • Oversee field construction efforts to ensure project is constructed in accordance with the designs, specifications, standards, budget, safety and schedule requirements
  • Perform routine reviews to ensure that work is progressing per the TC Energy specifications and initiate corrective actions where appropriate
  • Document incidents and participate in incident investigations
  • Guide teams through established project processes including commissioning, close out of punch list, and training where appropriate
  • Coordinate the timely completion of project documentation
  • Ensure Company environmental policies, safety standards, and federal/local regulations are followed by all construction and inspection personnel
  • Provide leadership for issue resolution during project construction and commissioning phases
  • Perform regular site inspections in a timely and efficient manner to avoid delays to the construction progress
  • Review contractors’ request for changes and make recommendations to the Project Manager regarding necessity, effect, cost, and schedule implications
  • Ensure scope changes are managed in accordance with contract terms and conditions
  • Monitor construction progress and initiate corrective action when the contractor deviates from project specifications, requirements, or schedule
  • Address any construction non-conformance issues
  • Ensure design deviations are properly red lined and drawings are included in the project record file
  • Coordinate field engineering to overcome any ambiguities
  • Provide detailed assistance for construction specifications
  • Collaborate with Company Safety Representatives to promote awareness and understanding of safety performance on projects
  • Provide construction management support for emergency repair and restoration activities on natural gas pipeline systems
  • Collaborate with the (CMS) Construction Management Services Resource Coordinators for the selection of 3rd party inspectors to ensure the appropriate level of inspection resources is assigned to each project
  • Provide orientation and training with TC Energy policies and procedures for 3rd party inspectors
  • Coordinate training and orientation to the Project Inspection Team related to site specific requirements, construction techniques, and TC Energy Operating Procedures (TOPs)
  • Manage deliverables with key internal and external stakeholders to ensure project goals are met
  • Provide technical support to Project Manager during project design, pre-bid meetings, and pre-job meetings
  • Partner with TC Energy Supply Chain to effectively manage contractual obligations and develop optimal contract strategies for inspection resources
  • Collaborate with (CMS) Construction Management Services Resource Coordinator, Project Manager and Operations to develop project estimates for inspection resources
  • Identify and implement opportunities to improve process efficiency and reduce project life cycles
  • Identify and communicate various risks associated with construction
  • Other tasks as required.

 

Minimum Qualifications

 

  • Relevant technical trades certification and/or college degree
  • 12 or more years of relevant experience in construction of major capital oil and gas infrastructure projects
  • Knowledge and understanding of construction practices with respect to natural gas / oil pipeline and facility projects
  • Ability to read design drawings to assess construction requirements
  • Ability to read / interpret (P&ID’s) Piping and Instrumentation Diagrams and One-Line Diagrams
  • Demonstrate strong construction leadership skills
  • Possess a strong background in civil, mechanical and electrical construction
  • Demonstrate ability to initiate change and help others adapt to a continuously changing environment
  • Ability to apply business principles to identify and rationalize solutions
  • Adaptability in a fast-paced environment with competing priorities and challenges
  • The ability to manage both internal and external stakeholder expectations
  • Excellent written and oral communication skills
  • Computer skills including ability to generate progress reports using Microsoft suite of tools (Outlook, Word, Excel, PowerPoint, Visio, Project, etc.)
  • Ability  to work independently with minimal day to day supervision
  • Willing and able to temporarily relocate to assigned project area as required by the project (Special Assignment)
  • Demonstrated ability to inspect and understand welding processes for API 1104, ASME IV, and other regulatory bodies in support of DOT Sec 192
  • Understanding of the business setting and a working knowledge of planning and executing construction projects
  • Familiarity with operator qualification requirements as they pertain to natural gas / oil pipeline and facility construction

 

Preferred Qualifications

 

  • Five to ten years of experience in Natural Gas / Oil pipeline and facility construction inspection and construction
  • Natural Gas / Oil pipeline and facility construction, commissioning, and operation experience
  • Familiarity with TC Energy Operating Procedures (TOPs) that pertain to construction and operating activities
  • API 1169 certification

 

This position requires candidates to

 

  • Have and maintain a valid driver’s license and safe driving record
  • Successfully complete a pre-employment medical screening, including drug and alcohol testing
  • Travel regularly to other company locations for temporary assignments, meetings or training which would involve some overnight stays away from home
