The opportunity


Our hard-working team is evolving to meet the needs of our growing business and we are expanding our presence in Houston, TX to support the Keystone XL Project.
As part of the KXL Land team, the Senior Land Representative possesses an excellent working knowledge of all right of way disciplines; construction, title, acquisition, permitting and documentation.  A key responsibility of this position includes providing oversight and direction of the land acquisition and construction strategy to ensure continued access to land and mitigation of risk.   The successful candidate will be responsible for developing and maintaining positive relationships with all stakeholders including elected public officials, landowners, and indirectly affected stakeholders. 


What you’ll do

 

  • Serve as an active member of the project execution team for Keystone XL, contributing to the development and implementation of landowner and construction plans
  • Provide leadership and innovation to improve the Company’s Land Strategy to deliver optimal business results
  • Assist in negotiations with landowner associations, lawyers, and regulating authorities, as well as briefing Project Team on land related issues
  • Lead land initiatives and ensure practices comply with all Federal, State, and County legislative and regulatory requirements
  • Oversee constructive activities during constructing, ensuring compliance with agreements, permits and procedures
  • Managing, motivating, coaching, and counseling land team comprised of internal and external resources
  • Provide governance and oversight to ensure consistent standards and practices are achieved in the delivery of Land Services across Keystone XL
  • Monitoring and ongoing evaluation of the condition and functionality of all land related business systems to ensure they met user and business requirements
  • Assist in the development and dissemination of key messages to landowners and public/elected officials
  • Provide leadership and direction to all contract land firms providing services to Keystone XL, ensuring access to facilitate construction and operations, while motivating staff and ensuring consistency of practice
  • Build relationships with community and stakeholder groups
  • Troubleshoot, address and mitigate landowner and stakeholder issues and complaints
  • Actively support teams with the execution of solutions that address landowner and stakeholder concerns
  • Engage as a team player and leader both internally and externally
  • Other tasks as required

 

Minimum Qualifications

 

  • Bachelor’s Degree
  • 7 years or more land related experience with a minimum of 3 years construction support experience
  • Proven leadership and management skills
  • Excellent negotiation skills and proven ability to lead land and permit negotiations and resolve stakeholder issues
  • Demonstrated ability to manage conflicting priorities, multiple deadlines and activities associated with plans or other tasks assigned
  • Effective communication, writing, and public speaking skills are essential
  • Be a positive resource for the project team to guide proactive compliance
  • Understands and expresses complex and sensitive concepts clearly, correctly and in a well-organized form
  • Ability to supervise the work of others and manage multiple projects simultaneously
  • Ability to review, critique and interpret plans, programs, contracts and special provisions
  • Excellent analytical, communication, and facilitation skills

 

Preferred Qualifications

 

  • Experience and familiarity with Local, State and Federal regulations
  • Experience providing oversight to multiple land programs
