The opportunity
We are seeking a motivated Materials Contract Analyst who has knowledge and experience in supplier relations, project bid management, and management of contracting strategy, preparation, negotiation, execution and performance of all the contracts within the materials space that we usually procure.

 

This candidate will identify and propose improvements to all aspects of contract management through awareness and appropriate involvement in the profession’s body of knowledge and related research, best practices in benchmarking, and knowledge of industry tools and methods.  This candidate will also have a commitment to continuous improvement, with respect to contractual KPI performance criteria, and the development of learning sources to enable the Supply Chain Contract Analyst career path.  

 

Working closely with the Materials Category Specialists (Leads), Business Units and the Supply Chain (SC) Teams, the candidate will execute the material sourcing and contracting strategy to meet project and operational requirements. 
This position reports to the Manager – Materials Procurement


What you’ll do

  • Act as contractual “Liaison” between employees and customers, ensuring timely review and approval/reconciliation of variations
  • Continually identify, prioritize and mitigate risks and issues related to supplier contracts and performance
  • Provide guidance on contract matters to SC staff, project managers or other operational staff, including training contracting practices/procedures
  • Create award recommendation based on sourcing event and negotiations outcome
  • Develop commercial contract strategies (e.g. pricing types, optional pricing, incentives, milestones, etc.)
  • Ensure that contract close-out requirements are achieved in a timely fashion as per contractual obligations
  • Create and implement multiple master material supply agreements (MSAs), Stand-Alone agreements, and all purchase orders released
  • Create and review scorecard metrics as it relates to the policy, processes and procedures, and work with staff to put plans in place to achieve 100% compliance, continuous improvement and enhanced services to Categories, and Business Units
  • Prepare and issue competitive sourcing and tender documents, the commercial evaluation of bids, and recommendations, as required for project teams; Bidders Conference, Clarifications/Verifications, Create and confirm bid list
  • Create detailed plans/strategies for negotiations and track negotiation results & savings through multiple rounds of discussions
  • Develop and execute strategic sourcing RF(x) events in accordance with approved category/project plans;
  • Identify and communicate market dynamics, supplier risk exposure, (e.g. SC disruption, financial risk, interdependence, etc.), cost, pricing and governance issues on a global scale, where applicable, to deliver real advantage and bring significant value to stakeholders
  • Work with cross-functional teams to development of sourcing strategies from identifying needs to recommending solutions that leverage TC Energy's position in the marketplace
  • Work with Market Intelligence and Supplier Management for ongoing identification and analysis of supply markets and the key drivers (new market entrants/exits, competitive trends, innovations, substitutions/alternatives, input cost trends) to support broader category/portfolio strategies and specific sourcing activities
  • Work with SC Market Intelligence to conduct Individual supplier research (e.g. financial health, strengths, weaknesses, past performance, capabilities, etc.)
     

Minimum Qualifications

  • Bachelor’s degree
  • Minimum of 2-4 years of Supply Chain experience in the development of Supply Chain processes, specifically, project bid management, contracting, and supplier relations (equivalent experience working in the oil and natural gas industry in direct collaboration with a Supply Chain group will be considered) 
  • Experience in contract creation and execution, contract structure, terms and conditions, contract negotiation, and post award contract management
  • Experience managing high value relationships with internal and external stakeholders and applying Supply Chain industry expertise to assist them in achieving their goals and objectives
  • Superior written and oral communications skills
  • Superior negotiation and contract management skills
  • Expert level Microsoft Excel skills

 

Preferred Qualifications

  • Supply Chain designation
  • MBA Degree an asset
  • 2 years or more experience in the oil and gas industry
  • Pipeline and compressor station construction experience
  • Experience with SAP, Ariba, Aravo
