The opportunity

Our Liquids and Powers Operation Department is evolving to meet the needs of our growing business and we are expanding our presence in Houston, TX.  We are seeking a Senior Contract Analyst - Supply Chain who will be responsible for developing high quality sourcing strategies and award/decision summaries, forming, negotiating and administering contracts, developing and managing sourcing events, performance management of suppliers, internal & external stakeholder relationship management, incorporating Supply Chain best practices and continually seeking opportunities to drive value for the organization. 



  • Development of high-quality strategies for how contracts are to be awarded, including understanding and applying market intelligence, understanding the various commercial models available, and the criteria for evaluation of proponents.
  • Establishing one’s self as an embedded, trusted, and engaged part of the Liquids Operations/Projects Business Unit, demonstrating Supply Chain’s role in driving value and execution with our supported business partner.
  • Contract Administration lifecycle (negotiation to issue / close) including amendments, change orders, supplier performance, supplier nonconformance reporting and financial reviews of supplier spend and limits;
  • Lead and coordinate proposal analysis and proposal commercial evaluations in collaboration with Business Units and other Supply Chain teams;
  • Develop, issue and manage sourcing events (RFPs, RFQ, RFIs, etc.) through SAP/ARIBA;
  • Negotiate contract commercial terms in alignment to the Business Unit needs, ensuring they also meet the requirements of internal stakeholders (i.e., risk, legal, project management, etc.) and TC Energy standards;
  • Facilitate and manage a cross-functional team engagement model during contract negotiation, formation, administration and sourcing;
  • Document and communicate to senior management all recommendations for contract award including commercial, technical or other impacting rationale; 
  • Understand and utilize various costing models; 
  • Identify and compile internal demand needs;
  • Form category strategies for strategic or critical services or materials which are not directly managed under Category Management;
  • Maintain contract records in SAP and the Ariba Contract Management System, ensuring contract compliance requirements are consistently met;
  • Collect, analyze and interpret market intelligence, ensure findings are factored into all strategies;
  • Frequent engagement with multiple internal and external stakeholders at various levels of leadership;
  • Liaison between the Business Unit and other Supply Chain departments or internal stakeholders 
  • Conduct supplier performance management activities and hold periodic business reviews
  • Conduct supplier relationship management activities with the key contracts directly held.
  • Manage supplier performance scorecards and facilitate regular supplier feedback discussions;
  • Develop, implement and sustain performance improvement plans for suppliers;
  • Request/manage supplier qualifications as per the TC Energy supplier qualification process; manage existing suppliers qualifications requirements.


Minimum Qualifications

  • A University Degree and/or designation in a Supply Chain Management program or related field of education;
  • Minimum 10 years of Supply Chain Management or related/transferrable experience;
  • A combination of education and experience may be considered.


Preferred Qualifications

  • Experience with SAP, Ariba, Power BI, Aravo an asset;
  • Advanced knowledge of Microsoft Excel and SharePoint;
  • Excellent written, verbal and presentation skills; able to distill concepts concisely and make them compelling; gain buy-in from various levels of leadership within Supply Chain and the Business Unit;
  • Aptitude and curiosity for technical topics (i.e. seek to understand what material/service is being sourced and why); 
  • Understanding and applied use of contractual terms and conditions;
  • Demonstrates credible project management skills including stakeholder, schedule, cost and meeting management;
  • Experience developing, implementing and executing/sustaining Supply Chain strategies.


Some travel may be required.
