The opportunity

Reporting to the Manager, Project Authorizations in the U.S. Rates and Regulatory Department, this position will provide regulatory expertise and support to TC Energy's U.S. Natural Gas business.  Specifically, the position will focus on certificate matters and applicable analyses for our pipeline and storage facilities under the jurisdiction of the Federal Energy Regulatory Commission (FERC).  The role will be responsible for comprehensive oversight of certificate matters, regulatory filings, and compliance activities. The candidate will collaborate and work closely with Engineering, Marketing, Business Development, Rates, Tariffs, Legal, and other groups to support and implement business initiatives that impact both individual assets and the broader organization.  The successful candidate must possess excellent leadership and management skills, a strong understanding of the regulated Natural Gas Industry, excellent writing and verbal communication skills, and the ability to interpret and apply FERC policy and regulations.

What you’ll do



  • Provide oversight of FERC regulatory filing and compliance activities related to the construction and/or abandonment of pipeline and storage facilities owned by TC Energy in the U.S.
  • Provide oversight of TC Energy’s project evaluation workflow process, including reviewing project details and determining  regulatory authority for proposed natural gas projects
  • Responsible for ensuring compliance will other FERC related regulations, policies, procedures, and requirements  
  • As a senior level in the group, effectively lead, support, and create an environment to enable a high performing team, including development of the technical depth and support for employees within the department
  • Develop key strategic relationships with internal stakeholders to assess and mitigate regulatory risk to meet the needs of the U.S. Natural Gas business
  • Interacting with FERC staff as needed regarding certificate and related policy matters
  • Providing research, analysis, and guidance in support of regulatory determinations, including the presentation of analyses to senior management
  • Develop, implement, and update training materials associated with FERC certificate rules and regulations and internal procedures
  • Focus on enhancing TC Energy’s competitiveness through innovation and exploring ways to do things differently
  • Representing TC Energy’s interests in technical conferences, industry meetings, and regulatory proceedings


Minimum Qualifications 



  • Bachelor’s degree in business, engineering, environment, law or related field. A Masters’ or law degree is considered an asset
  • Minimum 10 years of relevant work experience with demonstrated experience in leadership/management roles, including the ability to mentor and build capacity of department staff.
  • A strong understanding of the Natural Gas Industry and the ability to identify regulatory requirements and impacts to our business
  • Strong collaboration, communication and influencing skills
  • Strong writing, critical thinking, and research skills
  • Ability to create and maintain stakeholder relationships to enable strategy execution


Preferred Qualifications



  • Demonstrated knowledge of and experience with the FERC regulatory process for transmission pipelines and storage facilities across the U.S. as in house or firm legal counsel and/or lead
  • Previous experience solving complex regulatory and compliance issues on major operations and construction projects
