The opportunity

The USNG Capital Program Analyst is responsible for collaborating with Project Execution, Operations and Technical Services, Leadership, Finance, Corporate Technical Services, and other Functional Groups, in order to lead processes, program management and governance, along with key reporting, metric analytics, and risk analysis, utilized to deliver and foster effective project, program and portfolio management, cost control and decision making.


The USNG Program Management / Portfolio Analyst will be responsible for leading the effort to manage, govern and provide status updates and risk analysis around the Capital Maintenance Portfolio, and associated Capital Expenditure Programs and Portfolios, for the TC Energy US Natural Gas Pipelines organization.   This will be accomplished through customer and stakeholder partnerships, leadership and facilitation of the CMST (Capital Maintenance Steering Team), partnership with sub-steering teams and integrated programs, along with the timely and accurate delivery of all reporting services, comprehensive data analytics, and program status information assuring that the overall Capital Maintenance and total USNG Capital Program key performance indicators are met.  Targeted objectives are accomplished by focusing on program prioritization, portfolio review and risk analysis, governance, process improvement, forecasting trends, key performance indicators, and analytical support to all key internal and external stakeholders.

Capital Program & Portfolio Analysts are an integrated and strategic team member with Operations, Technical and Operations Services, Project Delivery, Commercial, Finance, Regulatory, Environmental and other Functional Departments.  This includes supporting the prioritization, budgeting, forecasting, trend analysis and reporting for both the Integrity (IMST) and Reliability (RST) Steering Teams and other Program Strategies. Governance responsibilities includes leading, developing, and training others in high level processes and enterprise applications, to assure on time and on budget execution of the capital and O&M programs and attainment of all key performance indicators.
What you’ll do
•    Leads and participates in the development and definition of the USNG Capital Program (Capital Maintenance and Modernization) including project prioritization process using risk-based analysis, facilitating steering team meetings and approving project funding in SAP PPM
•    Analyzes data on program forecasts, expenditures, trend analytics and the progress of the strategic components of Capital Maintenance Portfolio
•    Reviews projects, discusses planned expenditures, analyzes variances, and determines impact to overall Capital Maintenance and associated Capital Portfolios
•    Coordinates and facilitates CMST, RST, and IMST and other portfolios, assuring effective communication regarding project progress, expenditures, forecasts, and variance analysis, with project sponsor and program management personnel
•    Prepares communications on status for all appropriate levels of management on a regular basis
•    Analyzes processes and identifies system and process improvements relative to the Capital Maintenance portfolio including applicable communication to all impacted stakeholders
•    Develop, Analyze, and submit Capital Maintenance project, program and portfolio level financial status reports to management/requesting parties that contain actual capital expenditures, committed costs, and forecast, along with variance explanation to               budget/plan
•    Develop, track and analyze Key Performance Metrics around Capital Maintenance and associated Capital Portfolios reporting for Balanced Scorecard Analysis and Reporting
•    Assists management through a wide variety of studies, reports, data requests, and special projects on an ad-hoc basis
•    Identifies and recommends improvements and changes in SAP and other tools used to compile, analyze and report Capital Maintenance and associated Capital Portfolios
Minimum Qualifications
•    6 or more years of experience in similar positions and responsibilities
•    Bachelor's degree from an accredited college/university in business related field (Finance, Accounting, Economics, Business, Engineering) is required.  Preference may be given to candidates who have completed their MBA.
•    Experienced as a financial, business or operations analyst, or equivalent role   
•    Strong business acumen and presentation skills
•    Strong quantitative and analytical skills
•    Proficiency with budgeting, forecasting, project planning processes and systems
•    Demonstrated ability to work in a team environment
•    Demonstrated ability to deliver results and achieve goals
•    Ability to define problems, collect data, establish facts, and draw well-supported conclusions
•    Excellent written and verbal communication skills
